Your organisation holds a partner API client: a client_id and client_secret tied to your corporate customer record at the bank. Every call you make is checked three ways: the scope on your client says what kinds of operations you may perform, the ownership guard says whose accounts you may perform them on, and your IP allowlist says where from.
The partner portal is the administrative console that sits beside the API. Your finance and operations people use it to see balances, statements, inflows, webhook deliveries and the fees your API usage is charged. Nothing in this documentation requires the portal, but every chapter says what the portal shows for the same thing, so engineering and operations are looking at the same facts.
